Appendix 3.
Extract from the “ Ittifaq-i-Islamf Herat) dated 8th Tfebruary 1921, No. 24.
1. Improvements in political conditions of Afghanistan. —In course of a
lengthy leading article, the paper dwells on all the recent improvements,
politically speaking, that have become noticeable in Afghanistan, which are
mainly attributed to wisdom, far-sightedness and patriotism of the present
Amir. Special stress is laid on fact that the country could not previously
enter into direct relations with foreign powers. It is incidentally mentioned
that the Power, which formerly posed as sympathiser and friend (i.e., Govern
ment of India), used to adopt such a policy as would or could not possibly
permit of realisation of “ our national ideals ” and progressive welfare of “ our
beloved country.”
2. Arrival of Bokharan Ambassador, Extraordinary. —^Brief report of
arrival in Herat of Abdul Rahim Khan, Yousuf Zadeh, Bokharan Ambassador,
and Staff. No other names are given.
3. Prevention of bribery. —Amir’s order to all Muftis, etc., urging them
to take up necessary measures for prevention of bribery and decreeing that
offenders will be severely punished.
4. School for girls in Kabul. —Short report in reference to opening of a
school for girls in Kabul.
5. Arrival of British Mission at Jalalabad. —Arrival of Mission at
Jalalabad is briefly reported. It is also stated that, owing to the fact that
Afghan delegates had been very hospitably received in India by the Govern
ment, the British Mission is being likewise given a very cordial reception in
Afghanistan.
6. A few extracts from foreign Press giving current news.

About this item
- Content
The item consists of Part 1 of the subject file 1341/1921: 'Meshed Consular & Intelligence Diaries (1921-1922)'.
It contains numbered periodical (mainly weekly) reports relating to Persia [Iran], initially each called an 'Intelligence Summary' and later called a 'Meshed Intelligence Diary'. The reports cover the period of the week ending 1 January 1921 to the period ending 1 January 1923. They are initially issued by the British Military Mission, Meshed [Mashhad, also known as Mashad or Meshad], and later by the Military Attaché, Meshed. The intelligence summaries, and diaries, relate to political, foreign, military and diplomatic affairs in the locality and the neighbouring regions and are variously arranged under (chiefly) the following headings: 'Khorasan and North-East Persia'; 'Herat and Afghanistan'; 'Russian Turkistan'; 'Khorasan'; 'Cis-Frontier'; 'Trans-Frontier'; 'Afghanistan'; 'Bolshevik Garrisons'; 'Local'; 'Transcaspia'; 'Bokhara'; 'Tashkent'; 'Central Russia'; 'Khiva'; 'Ferghana'; 'General'; and 'Samarkand'. The summaries often include appendices which are usually extracts of local and national newspapers published in the regions and countries of interest, including Nabat , Rosta , Izvestia , Ittifaq-i-Islam , Bednota, Prolitarii , Sharq-i-Iran, and Pravda . Other appendices contain details of Bolshevik Garrisons in the region.
