Khoeasan and North-East Persia.
66. Local. —Uneasiness exists regarding the situation in Tehran, the news
of which has very imperfectly filtered through.
Gendarmerie have been recalled to Meshed from Shirwan and Turbat, and
the gendarmerie and police in Meshed have been warned to hold themselves in
readiness.
Herat and Afghanistan.
67. Current events —The sensation for the moment is the quarrel between
the Bokharan envoy and the military member of his suite which culminated at
the first stage on the road to Kandahar in the latter firing 3 shots at his chief,
only one of which slightly wounded him. The ground of the disagreement was
I of the most unedifying nature, and both parties brought charges of unnatural
practices against the ether, clearly demonstrating the unsuitability of such
persons for an important mission. The Naib-ul-Hukumah on learning of the
occurrence despatched a responsible officer with the Russian doctor and a litter
to the scene, and the Bokharan officer, an attendant, and the 8 Bokharan
soldiers were brought back to Herat under arrest and thrown into chains. After
interrogation of the officer the chains were removed but the delinquents are
still confined pending orders from Kabul. The envoy has presumably continu
ed his journey.
On the 12th February 5 R us dans arrived from Chihil Hukhtaran-
They appear to be officials and are all destined for Kabul. According to rumour
they are well provided with gold roubles and disposed of a quantity of paper
roubles in the bazar.
The Turkish Envoy Abdurrahim Beg with 2 Turkish companions reached
Herat from Russia on the 14th February. They were received at Tal with
military honours and subsequently visited the Naib-ul-Hukumah.
68. Military. —Arrangements have been made for relieving troops jm
frontier duty and the outgoing troops w'ere awaiting their transport on the 17th
February.
35 more khavanin sowars have been accepted.
Russian Turkistan.
68. Current Rumours of unrest in Turkistan and Iranscaspia are
still r ife but vague, and no very definite news of any outbreak hns been receiv
ed from any given centre. Early in the month the train service (as indicated
in last week’s Summary) from Tashkent vras interrupted both as regards
passengers and troops to Transcaspia and to Ferghana, and though it was
apparently resumed about the 8th or 10th of the month no explanation is so
far forthcoming. Latest arrivals state that report of disturbances at and near
Samarkand were prevalent.
There is a good deal of talk, also vague, regarding the dissensions between
the Communists and more moderate Bolsheviks, and the AskhaRad authori les
were recently still very gmxious as to the outcome of the Baku situation.
Apparent!v soldiers over 35 years of age have been released An ^
Tsarist officer who escaped from Kahka at the beginning of the month states
that the discharge tickets of these men were ready for distribution to men ot
the unit to which he was forcibly attached. According to one poster men over
3<) are to be released on March 10th, but such action obviously depends on the
local situation.

The summaries often include appendices which are usually extracts of local and national newspapers published in the regions and countries of interest, including Nabat , Rosta , Izvestia , Ittifaq-i-Islam , Bednota, Prolitarii , Sharq-i-Iran, and Pravda . Other appendices contain details of Bolshevik Garrisons in the region.
