The cession of the Russian fleet to Soviet Russia, an unimpeded passage
of goods for the same, guarantees for the inviolability of the members and
property of the Tsentro-Soyuz—all these are outlined in the peace treaty lately
concluded with Georgia.
The Georgian Mensheviks signatory to the peace treaty have evidently
thought that they were playing at above half penny for not only have they not
as yet fulfilled the obligations assumed by them but have even offhandedly
changed their line of conduct, and as is known have even offhandedly changed
their line of conduct and, as is known, have even violated the terms of the
treaty.
Moreover they have dissolved and dispersed the Georgian Communist
party and have hauled down the flag of the Republic.
Our note on the three-day period regarding those who have violated their
treaty responsibilities proposes the release 'of the Georgian Communists, the
re-establishment of their party and the ceremonious hoisting of our flag in
Batum, likewise a speedy exhibition of our insulted flag and insignia.
Whether the Munsheviks will fulfil our demands is another matter.
At present they are being encouraged by the presence of the French
cruiser in the port of Batum and the promise of the commander of the French
squadron that France is always ready to afford assistance to Georgia.
It is best not to say what decree of credence can be attached to the
promises of the French pirates.
Only what is forcing the French money-grabbers to galvanise the
Georgian Socialist authorities by means of promises will have to be explained
to the forces of Soviet Russia.
We will have no repetition of these conflicts on our frontiers, neverthe
less in such is always manifest the hand of world capital proving our strength
and preparedness.
If Georgia does not willingly concede to our demands we will compel her
to do so by force.
This will act as a douche of cold water on the heads of the Anglo-French
pirates who are already forgetful of the lesson dealt out to Wrangel.
French Promises.
Tho Commander of the French squadron in the course of a conversation

Admiral states that as far as France is concerned Soviet Russia does not exist
nor may the Bolsheviks use Black Sea waters. France regards them as pirates
and contrabandists. Should Georgia require help from the French fleet the
Admiral promises to render it.
