THE EARL GE BALFOUR: k. le President, the occasion of
tias discussion, if a discussion is necessary, arises out of a
letter which Lord Curzon has sent on Behalf of the British Gov-
-ernment to the Secretary General of the League. As indicated
in that letter, the difficulty which we have to face arises out of
a differ^™* of oninion which has declared itself at Lausanne in
territory of Irak.

As everybody knows, this is only one of several difficulties,
apparently insoluble, or at all events difficult of solution,
with which the Conference at Lausanne has got to deal. I need
hardly say I do not mean to go into the general question, nor do
£ mean to go-inte-the discuss the merits of the one difficulty
which it is my business to bring to the attention of my collea-
That difficulty arises out of a dispute with regard to
the frontiers, as I have already said, of the mandated territory
of Irak. That is a matter which deeply concerns the -ueague,
partly because the territory is mandated and is therefore under
the ultimate supervision and control of the League, and because
the British Government are only acting on benaif of the League
in their relation to that territory. But there is another in-
-terest greater and even more closely connected with the pur*
-poses for which the League was brought into being, - I refer
to the interests of peace.
I need hardly say that those interests are very close to
the heart of all who are concerned in these negotiations, and
not least to Lord Curzon, who is in especial charge of this par-
-ticular branch of the controversy. If there is a disputed
frontier, there is always a danger of war, there is always a
cause for anxiety, there is always an occasion wnica may alti-
