were relieved of the charge of jails, and this doty was invested
in Civil Surgeons.
“ By this means divided authority, which had in many
instances been found obstructive, has been abolished, and the
general management and control of the jails have been placed
by legislative enactment on a much more definite and satisfac
tory footing.
“ The introduction also of the Jail Rules recently sanc
tioned by Government as an experimental measure hag
supplied a want which has been long felt, and will tend to
uniformity of practice in all the jails, and it is to be hoped to
much improvement in the financial results, as well as in their
disciplinary management. A modified diet table has been
introduced into this manual of rules, which it is anticipated
Avill promote the health of the prisoners.
“ The temporary jail at Yerrowda, in the vicinty of
Poona, has been organised with the double object of relieving
the overcrowding which was becoming excessive in many of
the district jails, and of collecting and training a large
number of prisoners for the purpose of building the new
central jail sanctioned by Government.
“At the suggestion of the Inspector-General of Prisons,
and under the sanction of the Government of India, the pro
ceeds of jail labour, which had hitherto been paid into the
Treasury as Imperial income, have been permitted to be
formed into a jail local fund for the purpose of constructing
new buildings, and making additions and alterations to those
which already exist.
“ The jail establishments have also been revised, and
the scale proposed by the late Commissioner for the revision of
civil subordinate salaries has received the sanction of the Go
vernment of India, and was introduced on the 1 st of May last.
“ These important measures indicate an amount of pro
gress towards a more sound system of jail management,
which cannot but lead to satisfactory results,”
