395. Sind .—The Acting Executive Engineer Upper
Sind attributes the slow progress

improvement of the navigation causes — Is/, The low level which
of the Itnei. the excavation has reached, which
obliges work to be stopped whenever the river rises. It
can only be prosecuted with vigour for about five months
in the year. 2ndly, The nature of the work, consisting of
prizing up the rock with long levers after successive blasts,
only a limited number of men can work with effect in the
space. Srdly, The great difficulty of obtaining sufficient
carriage to remove the large amount of debris constantly
collecting, which, if not removed, encumbers the working
space.
It was at first thought that the outer embankment might
have been taken down before the approaching inundation,
so as to obtain the effect of the extra width already exca
vated, but this plan has subsequently been found to be inad
visable, as, if the river were admitted, the lowest portion of
the excavations would be filled with silt, thereby entailing
considerable expense in removing it after the subsidence of
the inundation. It would further necessitate the re-con
struction of the surrounding embankment when the work
was resumed. For these reasons the opening of the work
has been deferred until next year, when not only will the rock
cutting be completed, but it is expected also the river wall
trackway, ramps for the ferry, and other subsidiary works.
Expenditure during the year Rs. 16,331.
