The main cause which led to the institution of such a number of suits
in 1861 was the Act of Limitation, or rather the fact that suits filed in
1861 would not come under that Act, inasmuch as it only became law fiom
the commencement of 1862. The opinions of various officers qualified to
judge of such a matter are quoted in another paragraph.
17. The information derived from the Administration Reports of the
Judges and Session Judges supplements that due to the returns compiled in
the Judicial Department of the Secretariat. The statistics attached to these
reports, or rather to those of them that have come to hand, are not suscep
tible of systematic combination and comparison. Detached facts of interest
appear, however, in some of them, and the reports themselves are in two
or three cases rather elaborate expressions of opinion on the part of officers
well-qualified to have opinions on Indian Judicial Administration.
18. On the amount of civil work done in the official year the returns
from the Concan district are perhaps the most communicative.
19. The Judge reporting considers that the number of suits filed in
1862-63, namely 15,656, is likely to be the average yearly number for some
time to come. On comparing it with the population of the division, he ob
serves that this number gives one suit to every 82 persons. 28,977 suits were
decided on in the year under report, and even this number is less by 2300
than the number of the suits adjudicated on in the preceding year. . In
Khandeish, where there were nine judicial officers, there came for adjudica
tion during 1862-63, 24,950 appeals and original suits, involving claims to
the amount of
