The object of the present Bill is to provide, if possible, an efficient remedy for the
great and growing evil of cotton adulteration.
The nature and extent of the evil have latterly attracted much attention here and
in England, tney have been strongly pressed on the notice of Government, and the
members of a Commission lately appointed by Government to inquire into the matter
have unanimously recommended the passing of the Bill now proposed. In doing so, they
have reported as follows :—
We have ascertained beyond doubt that the adulteration of cotton is a great
and growing evil, that it has attained during the past year an extent and importance
never before reached ; that in some districts it is openly, systematically, and univer
sally practised; that in Broach particularly it has been encouraged by the with-

beneficial results; and that the law as it now stands has
utterly failed to check it.

stones, and other rubbish; that in the Southern Mahratta Country, new Orleans seed
