• PERSIA.
very long credits obtaining in this market, and the constant cases
of fraudulent bankruptcy which occur, and which are facilitated
bv the venality of the officials. This state of things threatens a
restriction of trade, and it is thought that from this and other
causes there will be a decrease in the volume of trade during the
current year, though the rise in the value of the silver kran may
to a certain extent favour the import trade.
Exchange. The exchange of krans, the currency of the country, had for
some years ruled between 34 and 35 krans for the pound sterling,
but the heavy rise in silver which has occurred has driven down
rates to 30 krans to the pound, with prospects of a further fall.
This has affected the export trade in a serious manner, and will
continue to do so.
Currency. The rise also in the value of Russian paper roubles of 50 per
cent, within two years has seriously interfered with the Russian
trade, and will probably cause a decline in the import of Russian
sugar 1 , as, with the new exchange prevailing, it will be more
profitable to import French sugar than Russian.
Banks The branch of the New Oriental Bank which started in 1889,
closed in 1890, having parted with its business to the Imperial
Bank of Persia, which opened a branch here at the end of the
year under report.
The Imperial Bank of Persia is doing a good business, and
though the people have not been accustomed to banking facilities,
there is no doubt in time they will appreciate the advantages
offered them by this establishment.
At the present rate of exchange it does not pay to import
silver for coinage, and consequently the Imperial Bank of Persia
is afraid to issue bank notes on a large scale for fear payment
should be demanded in silver money, in which coin these notes are
redeemable, as they might not have a sufficient reserve of silver to
meet all requirements, though they would be ready to pay in gold
coin. But Persians being unaccustomed to a gold currency—
which formerly existed, but has long disappeared from circulation
—would at present refuse encashment in gold.

Persian currency is composed of krans, or Persian francs, value
at present 8 d. each, and 10 krans make 1
