(1) Police,
There were thus 5,342 fewer patients than in the preceding
year, and the total cost was Es. 3,439-8-1 less. This is amply
accounted for by the improved state of the general health.
The number of vaccination operations performed during the
year was 5,996 compared with 5,375 during 1878-79. There
were 9 vaccinators working. The work is not a satisfactory
outturn although an improvement on that of last year, and the
Agent has again urged the subject on the authorities in the
several States.
Three new schools have been opened and four closed, giving a net
decrease for the year of one. The total number of schools is 79
including 5 Anglo-vernacular, 5 girls' schools, and 2 night schools.
The number of scholars has improved from 3,442 to 3,819 and
the average monthly attendance from 2,607 to 2,786. The total
cost has been Es. 27,527-15-2 as compared with Es. 25,519-11-6
last year. The Senior Miraj, Mudhol and Jamkhandi States
give most attention to education and the two Kurundvad States
are most backward. Matters have especially improved in the
Junior Miraj and Eamdurg States this year.

This State lies to the south of the Satara Collectorate and is
under the supervision of the Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. of Kolhapur and the
Southern Maratha Country.
There have been several important changes in the adminis
tration during the year under review. Under the authority of
Government the separate civil and criminal jurisdiction of an
institution known as the Ganpati Sawnsthan has been abolished,
and the Chief has been removed from power owing to his ill-
judged conduct in not merely persistently ignoring the advice of
Government, but in passively resisting the arrangements consi
dered desirable for the administration of the State. The sole
administration has now been entrusted to a European officer, and
an allowance of Es. 95,500 for the Khasgi and Paga Departments
made and placed under the exclusive control of the Chief.
Besides the above changes the office of Kyayadhish has been
re-established and a second officer appointed to supervise the
Mamlatdars. The six Munsif's Courts have been amalgamated
into three and thus some saving has been effected.
The revenue survey settlement was introduced into the ta-
lukas of Miraj Prant, Kuchi, and Terdal last year, and with the
exception of a few villages is now everywhere in force. The
rates have given satisfaction and some land has been taken up; but
the area of waste land is still great and amounts to nearly one-fifth
of the area of that under cultivation. The greater part of this
was either abandoned or formally thrown up after the famine
of 1876-77.
The police force consists of 542 men and the cost is Es. 47,835.
This is in excess of last year's numbers as the State has had to
