1. The capital expenditure according to the estimate the original Budget was
expected to be Rs. 82,72,329 but the actual expenditure was Rs. 67,61,467. The shortage 0 f
15-1 Mkhs is made up of 9*8 Mkhs under Works and 5*3 lakhs One lakh is equal to one hundred thousand rupees under Acquisition. The
shortage under Works was mainly due to the inclusion in the Budget of all works likely to be
sanctioned during the year, whereas certain schernes for which 3 Mkhs were budgeted
had not yet been sanctioned and the time for putting in other schemes or the. value of li Rkhs
had not arrived at the close of the year. The postponement of the additional storey to the
Trust office accounts for 1 Mkh; 2 lakhs One lakh is equal to one hundred thousand rupees remained unexpended owing to slow progress with
chawls in A^ripada and IHandvi and another Mkh piovided for paving of footpaths in Sandhurst
Road, Gdmdevi, CoMba Reclamation and Mandvi was not spent : the shortage under Acquisi-
tion was due only to delay in disbursements.
2. The area of 11 Mkhs square yards acquired during the year was double that acquired
in the preceding year and about 75 per cent, of the total area acquired in the previous 10 years.
The number of”cases disposed of was 859 compared with 285 in 1908-1909 and the previous
maximum, 384 in 1904-1905. In the cases disposed of awards aggregating 39-6 lakhs One lakh is equal to one hundred thousand rupees
of rupees Indian silver coin also widely used in the Persian Gulf. were made, an average of Rs. 3-63 per square yard compared with 42*77 Mkhs
expended on awards in the previous year. Of the 859 cases, 813 involving 24*48 lakhs One lakh is equal to one hundred thousand rupees were
eoutested and 46 involving 15*13 Mkhs were settled amicably. Twenty-two references (including
8 cases not concluded in the previous year) came before the tribunal of appeal and of these 5
remained undisposed of at the end of the year. Of the remaining 17, five were contested with
the result that the Collectors awards were increased in two cases and confirmed in the remaining
three. One reference was settled by an additional award, one was dismissed by the tribunal
and 10 were withdrawn. One appeal was decided by the High Court, the award being
Rs. 25,529 less than that of the tribunal but Rs. 5,031 more than that of the Collector.
3. The following schemes were completed during the year :—The portions of Sandhurst
Road between Duncan and Parel Roads, except paving of footpaths and final surfacing; the
portion of Sandhurst Road between Parel Road and Dongri Street, except paving of footpaths;
Jamli Street and other roads in scheme 8, except paving of footpaths and lighting; roads in
Gdmdevi; Mathew Road except paving ; widening of Cross Road from Sandhurst Bridge to
Girgaum Back Road; Police accommodation scheme in Princess Street except the compound
wall and Police accommodation, Agripada, except the compound wall at the rear. The exten
sion of Queen's Road between Chaupati Level Crossing and Sandhurst Bridge was opened
in August 1909. The most important schemes remaining incomplete were the Nowroji Hill,
Sandhurst Road, Dddar-Mdtunga and Sion-Matunga schemes, the estimated future expendi
ture in each case being 22*86, 13-32, 40*26 and 56*71 Mkhs of rupees Indian silver coin also widely used in the Persian Gulf. . Two schemes
(Nagpada and Mathew Road) previously notified and sanctioned by Government were declared
during the year. The East Agripada Improvement Scheme is being revised under the orders
of Government. Two new schemes were notified.
4. Considerable progress was made with the ehawls at Agrip&da and Mandvi-Koliwada.
The construction of a chawl at Ndgpada to provide 144 rooms and accommodate 432 persons
was given under contract during the year. The number of persons occupying chawls of the
Board rose from 11,835 at the beginning to 12,147 at the end of the year. The death-rate
amongst occupants varied from 18*21 per mille in the blocks at Ndgpada to 43*82 per
in the new block in Princess Street. All chawls show a diminished death-rate.
