7 In June 1909 a loan of S5 lakhs One lakh is equal to one hundred thousand rupees was raised. This was a much larger loan than usual Finance,
previous maximum being 60 Ukhs in 1903. The total borrowings of the trust up to date
amount to Rs. interest and Smkmg Fund charges of 18 lakhs One lakh is equal to one hundred thousand rupees per annum
n net receipts of 393*6 lakhs One lakh is equal to one hundred thousand rupees . The Bank of Bombay became the Trust's sole bankers on a three
r > s contract. The receipts and expenditure of the capital account (exclusive of the surplus
general account) were 86*42 and 67*61 lakhs One lakh is equal to one hundred thousand rupees respectively and. those of the general account
* e r 0 21*4 and 20*87 Mkhs respectively. The opening balance of both accounts was 21*28 lakhs One lakh is equal to one hundred thousand rupees
and the closing balance stood at 40 62 lakhs One lakh is equal to one hundred thousand rupees . Included in the capital expenditure was the
meat f or the first time under section 79 of 17*76 lakhs One lakh is equal to one hundred thousand rupees representing the Trust's profits in
the general account up to date. This amount of 17*76 l&khs represents the combined surplus
. general account from 1898-1899 to 1905-1906, amounting to 20*8 lakhs One lakh is equal to one hundred thousand rupees diminished
ijy the deficit of 3*04 Hkhs for the last three years.
11. Military (Volunteering).
Chap. III.
PROTECTION*.
1 . Camps of exercise were held by the Bombay Light Horse, Bombay Volunteer Camps of exercise.
Artillery, Bombay Volunteer Itities, Poona Volunteer Rifles, 2nd Battalion Southern Maratha
Railway Volunteer Rifles, 1st and 2nd Battalions B. B. & C. I. Railway Volunteer Rifles,
and 1 st Battalion G. 1. P. Railway Volunteer Rifles. In the case of the 2nd Battalion G. I. P.
Railway Volunteer Rifles, a series of field-days was held instead of the usual camp of exercise.
2. The total amount sanctioned for camps and field-days was Rs. 11,410 compared with Grants.
Rs. 12,909 in the previous year.
3. A mounted section of the Poona Volunteer Rifles was formed, but the mounted Miscellaneous,
infantry section of the Sind Volunteer Rifle Corps was disbanded. The Bombay Light Horse,
Bombay Volunteer Artillery and Bombay Volunteer Rifles participated in the rehearsal of the
Bombay Port Defence Scheme. The Karachi Artillery Volunteers were re-armed with 15 pr.
B. L. Guns.

1.—Bombay.
1. The total number of seamen shipped was 36,885 and of seamen discharged was 34,059, Seamen shipped and
an increase in the first case of 559 and a decrease of 881 in the second. Native seamen shipped dlschar S ed -
under Foreign Flags numbered 2,240 against 2,949 last year. European seamen shipped
numbered 2,140 of whom 2,051 were British. European seamen discharged numbered 2,093
including 2,000 British. Indian seamen shipped and discharged aggregate 26,296 and
24,058 respectively.
2. Amongst Europeans there were 67 deserters against 31 in the previous year; the Seamen left and
number of deaths decreased from 9 to 4; subsistence was given to lij 30 were sent home re ^ eved *
distressed, 10 were left in Jail and 48 in hospital. Amongst natives deaths were 189 against
171 and 162 distressed seamen were conveyed to the Port of Bombay, an increase of 110, owing
to foundering of native craft in cyclonic weather.
3. The total receipts were Rs. 76,208 against Rs. 77,123 last year, the decrease being Receipts and
incidental on the number of lascars A term used by the British officials to describe non-European sailors employed on East India Company ships. discharged at out-ports. Expenditure decreased f r0 m expenufcurc *
Rs. 35,182 to Rs. 34,472 and the net profit was Rs. 41,736.
4. The number of Marine Courts of Inquiry held was five. In the first, relating to the Marine Courts of
collision of the S.8. Neptune with the Dock wall, no fault in navigation was found j in the n( i uir y*
second, on the grounding of the S.S. Saifi in the Red Sea, fault was attributed to the Chief
Officer; in the third inquiry into the loss of the S.S. Skak Alhm in the Cambay Gulf, the
certificates of the Master and the Chief Officer were suspended for 3 months for default, ihe
Second Officer was also censured. In the fourth inquiry on the wreck of the S.S. Ahmach on the
island of Mombasa, no blame was attached to the officers. The fifth inquiry related to e
collision between the S. S. Goddveri and the yacht Pixie in the harbour, it was considered
that the Master of the former was at fault. He was not, however, punished.
2 .—Aden.
Two hundred and forty-two European seamen were engaged and 243 discharged against Shipping Office,
and 178 respectively in the preceding year. Three thousand one hundred and seventy-five
ive seamen were engaged and 3,212 were discharged compared with 3,oil and res
tyely in 1908-1909 Three deaths were reported amongst European seamen and amongst
'ive seamen. Receipts of shipping fees fell from Rs. 9,615 to Rs. ,
