390 In the year 1883-84 the surveys for the new defence works were com-
pleted, and the work was commenced of re-construct-

A new line of piping connecting the Isthmus Position with the Seera con
densers in the Crater was laid.
Lines for the defence lascars A term used by the British officials to describe non-European sailors employed on East India Company ships. at the Isthmus were also constructed.
In the year 1888-89 a site was cleared for the new Artillery Barracks on
Chapel Hill, and considerable progress was made in the construction of these
fine barracks during the following year and the whole range was completed
during 1892-93.
Meanwhile the construction of the new defences had progressed year by
year, and these were practically finished in 1891-92.
In the same year a fine new road with viaduct was constructed from the
Eastern Telegraph Company’s premises into Gold Mohur Yalley for sanitary
purposes connected with the new barracks.
In 1890-91 the new European General Hospital was commenced, and this
much-needed set of buildings was completed and occupied on May* 1892. A
description of these buildings has been given in paragraph 139 of last year’s
administration report. The cost has been Rs. 83,971 with Rs. 3 920 * for
furniture. ' 5
