CHAPTER III.
Administeation op Land.
1 . The Bombay Land Revenue Code, 1879, is not in force in Aden TJnn
recently land was not sold. Sites for building and gardens were granted in Per
petuity, and sites for stacking coal and salt, for beaching boats, for slips and
workshops, etc., were given on leases for a term of 99 years on payment of quit,
rent as follows :—
(a) in the Peninsula.
On building sites
On land granted on leases
6 pies per square yard per annum.

(6) Sheikh Othman.
On building sites
On garden land
Sites granted for manufacture

2 pies per square yard per annum.
Rs. 6 per acre per annum.
8 annas per ton on the quantity
manufactured and exported.
New rules have since been published by Government Notification, Political
Department, No. 584, dated the 23rd August 1911, under which land for build
ing, agricultural or other purposes is ordinarily tp be granted on lease (of the
maximum period of 99 years), but may be disposed of otherwise at the discretion
of the Resident. Land on the foreshore of the harbour within the limits of the
port of Aden can be granted only with the sanction of Government and on such
terms as Government may prescribe in each case.
2 . The second revised lay-out for the leasing of plots on the Tawahi Bay
Reclamation was sanctioned by Government, and only
one plot in Block D was sold at Rs. 10 per square
yard. Government have approved of the reservation of a portion of the
Reclamation for recreation purposes, but have not yet paid the Aden Port Trust
for it.
At Sheikh Othman there is plenty of land fit for building but no hopes of
its being occupied on a large scale can be entertained until there is quicker
means of communication between it and the Peninsula. At present we have a
narrow gauge railway line started in connection with military operations. The
future of this suburb of Aden will be watched with interest.
The potentialities of Sheikh Othman will be improved with effective means
of communication with Aden and with the Hinterland.
CHAPTER IV.
Protection.
1. The laws in force in Aden and its dependencies are of the following
Legislation. classes :—
{a) Statutes and Acts of the Governor-General in Council or the
Governor of Bombay in Council which in terms extend to the whole of the
Bombay
Presidency
The name given to each of the three divisions of the territory of the East India Company, and later the British Raj, on the Indian subcontinent.
without excepting the scheduled districts generally or
Aden with its dependencies specifically.
(h) Statutes and Acts of the Governor-General in Council or of the
Governor of Bombay in Council specially applicable to or passed for Aden
with its dependencies.
(c) Regulation made by the Governor-General in Council under Statute
33 Vic., Chapter 3, section I, for Aden and its dependencies.
{d) Enactments declared to be in force in or extended to Aden and
its dependencies by the Governor-General in Council under Scheduled
Districts Act XIV of 1876, which has been extended both to Aden and
Perim.
. 2 . It is unnecessary to enumerate the laws of class (a).
3. Class (5) comprises the following:—
(1) Bombay Act II of 1864, and Act to provide for the administration
of Civil and Criminal Justice at Aden, which extends to Aden
and its dependencies.
