Revenue.
The annual revenue of the province amounts to 385,674/, at,
the rate of exchange prevailing at the present date. This revenue
is not excessive, and could be easily paid by the people, but the
manner of collection is oppressive, and illegal cesses are levied by
the tax collectors. The chief difficulty is, however, that there is
no one system of collection, every group of villages being assessed
and the taxes collected in a different way. Even the very objects
on which taxes are paid vary in different districts. An uniform
and well-regulated system for the collection of the revenue would
be a great boon, and it is thought even an increased assessment
could be collected with less trouble.
