There is a constant rumour to the effect that the
Russian Consul-General is about to proceed to
Tehran, and hopes to obtain the post of Russian
Minister in the place of the present man with
whom the Russian Government is not well satis
fied.

The Russian Consul-General and the Amir of
Kain are reported to be on very friendly terms
with one another.

A branch of the Imperial Bank has been opened at
Meshed.
One of the land-owners at Tarshiz has mortgaged
some of his landed property to the Russians aud
is preparing to dispose of some more.

Prince Rukn-ud-daulah is preparing to start for Teh
ran. Il is confidential clerk lately paid a visit to
the Russian Consul-General and had a long pri
vate interview with him.

ment against the Sahib Diwan’s appointment as
Governor of Khorasau.

1st March 1891.
An enquiry was ordered by the Governor-General
of Khorasan with regard to the rations of the
Damavand Battalion, and misappropriations prov
ed against the Sartip.

2nd March 1891.
A Russian and two Cossacks have been examining
the country in the vicinity of Kalat. The guards
at Archangan, to which place they first arrived,
warned the Russians from Kalat territory, but
were talked over. The Russian officer distribut
ed large presents for slight services rendered
to all with whom he came in contact.

Another severe snowstorm occurred by which se
veral hundred sheep were frozen to death.

The Governor of Kalat is dead

Muhammad Mehdi Khan, the new Governor, arriv
ed on the 27th instant.

The Russians referred to above also tried to enter
Kalat, but were unsuccessful. Fresh orders have
been issued about admitting no foreigners into
the fort.

2nd March 1891.
A certain Mirza, Abul Kasim, is causing the
authorities much trouble. He belongs to the
Babi sect, and has gathered several followers
around him. Though he has twice been appre
hended and sent to Meshed, yet on either occasion
