My Lord, Constantinople, December 22, 1880.
AT the request of his Excellency Mohsin Khan, the Ambassador of Persia here, I
beg to forward a memorandum, with inclosures, most ably translated by our student
interpreters, on the subject of the recent marauding incursions made by Ottoman
Kurds into Persia under the auspices of the Chief Obeidullah who, on sustaining a
defeat at the hands of a Persian army, has recrossed into Ottoman territory after
committing, it is said, every kind of atrocity.
• The Ambassador informs me that the continued proximity of this Chief to the
scene of his discreditable exploits, albeit for the present residing on Ottoman territory,
will compel the Shah to maintain a force of 30,000 men to watch the frontier, and
that in view of the fearful hardships to which these troops will be exposed during
the winter in such a climate, his Excellency expects that many thousands wifi
succumb.
His Excellency hopes, therefore, that Her Majesty’s Government will use its
influence to induce the Ottoman Government to remove Sheikh Obeidullah to
such a distance from the frontier as will enable the Shah to withdraw his troops.

LES graves vnements qui ont tout recemment dsol uno dos con trees de la
Perse et la ligne de conduite que le Gouvernement Ottoman a cru devoir suivre tant
avant, pendant, qu'aprs ces evenements, imposent a l'Ambassadeur de Perse le devoir
de porter a la connaissance des Reprsentants des Puissances Mediatrices entre la
Perse et la Turquie 1’ensemble de ces faits, et de solliciter la haute intervention de
leurs Gouvernements en favour des justes reclamations du Gouvernement de Sa Majeste
Imperiale le Schah.
Sans ontrer dans les nombreux details de cette question, l'Ambassadeur de Perse
a 1’honneur d’exposer, dans un rapide aperu, a M. le Charge d’Affaires d'Angleterre,
los points les plus saillants de ces evenements, et joint a sa communication copies
des notes changes a cotte occasion entre l'Ambassade Imperiale et la Sublime
Porte.
Il y a prs de deux ans que l'Ambassadeur de Perse a d, une premiere fois, attirer
l'attention du Gouvernement Ottoman sur des menes tr( x s-menacantes du Cheikh
Obidullah, Chef Kurde Ottoman, fort connu par ces actes de brigandage sur les
populations Armeniennes de l’Asie. Cet homme, possesseur d’une importante fabrique de
cartouches, entretenait, dj a cette poque, sur la frontire de- la Perse et de la
Turquie, presque une arme entiere.
Cette demarche de l'Ambassadeur de Perse he fut prise ch consideration; car,
non-seulement, a dessein on par negligence, aucune mesure fut prise pour conjurer le
danger, mais ce danger fut mme augment par la miso on liberty de Hamza Agha, un
autre Chef Kurde Persan, qui s’etait refugie en Turquie, et qui avit t arrt pour
des mefaits qu’il avait commis sur le territoire Ottoman et envoy a Constantinople,
ou il se trouvait sous la surveillance de la police depuis prs de cinq ans. A peine this
en libert Hamza Agha retourna en Perse, et se mit on communication avec ic Cheikh
Obidullah. Encouragd par ce dernier il prepare le tribu Menghout, dont il tait le
Chef, et les autres tribus voisines, a une rvolte. Ces relations des Kurdes, Persans, et
Ottomans progressant de jour en jour et devenant de plus er plus menacantcs,
l'Ambassadeur de Perse, il y a prs de cinq mois, en fit l'objet d’une nouyelle commu-
nication h la Sublime Porte et signala uh rassemblement de prs de 5,000 Kurdes,
prets a faire des incursions sur le territoire Persan.
L'Ambassadeur de Perse recut de la Sublime Porte les assurances les plus
formelies quo les Kurdes runis sur les frontires des deux Etats seraient disperses,
mais, comme la prcdente fois, ces assurances ne furent suivies d'aucune execution.
C’est dans ces circonstances que Hamza Agha, sous un prtexte des plus futiles,
