Kennard’s telegram to me.
This is only more or less what one expects of detachments of Bakhtiaris in
provinces. It will probably be easy to get objectionable Pishkar removed.
Sardar Muhtasham is visiting me to-day and I will speak to him.
As regards representative at Bam it is to be remembered that there are no
British subjects there and British trade is probably not much (group undecy-
pherable—? affected) by disturbances in town. On the other hand if a British
Officer were appointed Vice-Consul there Imperial Bank of Persia would probably
open branch and Hindu merchants depute agent so that from point of view of
British as apart from Persian interests appointment would probably justify itself
in course of time.
At present all I expect from Consulate Agent is news and trade and caravan
statistics and that is all I should care to trust to any native for.
I have no objection to appointment of telegraph signaller as a temporary
step but as a permanency it would have all the disadvantages of a half measure.
I require Fowle very much here and doubt efficacy of occasional visits, as
much could be effected 1 think by putting pressure on Governor-General here.
I have just done so successfully in regard to another matter in Bam.
Imperial Bank of Persia has spoken repeatedly of investigating business
prospects in Bam and I would suggest that they be encouraged to do so. If
prospects prove good it might then be considered whether appointment of a
British Officer as Vice-Consul was necessary or desirable. Hindus might also be
(^roup undecypherable—? told) that there is considerable likelihood that Bakhtiaris
will beha\e similarly in other districts and it will not be possible to keep sending
out Consular Officers on their tracks everywhere.
