In continuation of my letter, No. 3294, dated 2nd November 1913, I have
the honour to forward, for the information of the Government of India, copies of
the telegrams mentioned in the attached list, which have since passed, in regard
to the present situation in Kerman.

Brojther of Sardar Nusrat informed me privately to-day that agitation against
the Sard*ar Muhtasham is still simmering and Sardar Nusrat ds being hard pres
sed by leaders of the people but had refused to join in in any way in opposition
to wish of Consulate. His position is however difficult.
In reply to definite question, I said I had no objection to people telegraph-
in^ what they pleased direct to the Persian Government but they must not make
disturbances or approach Consulate which had nothing to modify in final answer
already given. Sardar should quell any disturbancss by force, if necessary.
Does Your Excellency approve ?
Discontent is led by richer classes which is natural and by Mullahs. I think
Sardar Nusrat and family, though, of course, hostile to a Bakhtian and really
wanting the power for themselves, are taking no part in movement remembering
the lesson of last year.
Ibrahim Khan of the Finance Department is also asserted by Sardar’s bro
ther to be a prime mover which is probable as there is no doubt that he and
Lecoffre are both dead against any Bakhiiari, and though Garnett spoke strongly
on the subject to Lecoffre, latter is probably working subterraneously.
If I were to accuse him he would, of course, deny charge, and I cou.d not
prove it against him or his assistant.
Garnett also spoke to Swedes who are similarly anti^ Bakhtiarir—
