take a defensive part. Public opinion in Kerman about this circular telegram is
that it shows the weakness of the present Cabinet. Even the democrat element in
the town shows no sympathy for the Bolsheviks.
The Ulemas, and all classes of the people in Kerman, received a" telegram from
the Priests and others in Kazvin expressing horror at the acts of the Bolsheviks.
They request the Mullahs and Heads of tribes, and all classes of people to join them
in a request to the Persian Government to take strong action to check their advance.
A reply was sent in which the people of Kerman stated that they had already
represented the matter to His Imperial Majesty the Shah, and that they are in com
plete accord with them in the matter.
The news of the withdrawal of the British Force from Menjil to Kasvin has
caused some alarm among all classes.
Telegraphic instructions were received from the Director General of Posts,
Tehran, on the 31st July sanctioning establishment of postal service between Kerman
andDuzdap, on the conditions proposed by His Majesty’s Consul. Arrangements
are now being made to conclude contracts for this service and start it as soon as
possible.
Bukn-us-Sultan, Deputy Governor, Rafsinjan, has been dismissed by the
Governor-General, and Zargham-us-Bultan, a minor Bakhtiari Chief in the Gover
nor-General’s entourage, has been appointed in his place. The appointment has
been made without consultation with His Majesty’s Consul, and is contrary to the
assurances given by the Governor-General to His Majesty’s Legation in January
last, (viz., that he would not appoint Bakhtiari Deputy Governors to districts).
His Majesty’s Consul will take an opportunity of drawing the Governor-General’s
attention to these facts. His Excellency is also intending to send a Bakhtiari
official to tour the provinces and enquire into the administration of the Deputy
Governors of the districts.
The Financial Agent has been permitted by Tehran to exclude Government
grain for Kerman and nearer districts from the total amount for which tenders were
invited. On August 7th he telegraphed to Tehran the amounts of the tenders
which, taking the present prices into consideration, are very beneficial to the
Persian Government.
Mekran.
It was reported from Jask that one Abdul Rahman Golamshah of Bint brought
about 20 rifles and a large amount of ammunition by dhow, and landed them at
Kuhistak, between the Minab and Biyaban districts, where he is now disposing of
them.
It was reported by a line patrol that 500 men had been collected by Mir Barkat
with the intention of avenging the death of the late Islam Khan. He is expected
to move towards Goorkoo, where Kassam Gungozar, head of the Momadanis, who
was responsible for the murder of Islam Khan, is in hiding, protected by Lahdad
Shahdad of Goorkoo.
Two Arabs reported as having come from Mosul with letters, visited the Kalifa,
and are now on their way to Biyaban. Their movements are being watched.
ARABIA.
Muscat.
Mr. R. E. L. Wingate, I.C.S., Political Agent and His Majesty’s Consul, Muscat,
left Muscat for Simla on August 9th.
The situation in Muscat has remained quiet during the month. Arrangements
are being made for a meeting between the Political Agent and the rebel leaders
(who have decided to give back the gardens taken from the Sultan) when the former
returns about the middle of September.
Bahrain.
