1556, The Adl-us-Sultan further criticised the strenuous campaign which he
said Mr, Lecotfre is carrying on against persons alleged to have offended against
the regulations of the opium tax during the recent disturbances. He recommended
a policy of forgive and forget, as being in the general interests and less inconvenient
to the Acting Governor. Unfortunately not long ago Mr. Lecoffre demi-officially
or as he would say officiously ” informed His Majesty’s Consul that I am a
bad villain as an enemy. I never forgive and never forget”. A hard saying indeed
for Persia.
1557. Keference paragraph 1397. In the middle of the month Mr. Lecoffre
issued a fresh notice to the effect that “ Nawaqil ” taxes will be collected. His
Majesty’s Consul pointed out to him that no date was mentioned, whether by
intention or oversight. He would be glad to know when to expect the raising of
the curtain for the next act.
He also pointed out that none of Mr._ Lecoffre’s notices were ever dated, and
suggested that, if this did not render them invalid, it would at least prove a source
of much perplexity and annoyance to future historians of Persia. Mr. Lecoffre
replied that the point had already been brought to his notice and would be rectified
in the future.
1558 Mr Lecofee called on His Majesty’s Consul on the 26th November and
explained that he had already for some time been collecting annual fees on account
of animals and vehicles. The people were coining in of themselves and buying
licenses, and there had been no signs of any opposition. He had made certain
allowances in the case of officials, and of the more distinguished Religious Lea ers.
On the previous day His Majesty’s Minister had telegraphed that the collec
tion of the tax had been suspended until the arrival of the new Governor and that
Mr Lecoffre could only collect it now at his own, risk. His Majesty s Consul
explained that no orders for suspension had been received either by Mr. Lecoflreor
the Actinv Governor, and that as the tax was bemgpaid quietly any interruption was

of the iXriorlaid that he Ld received a telegram from the Sardar Nusrat stating
that the collection of the tax might give rise to trouble. The Minister of
Interior was now telegraphing to the Sardar Nusrat in the sense suggested by His
Mafesty’s Consul. The Sardar Muhtasham had no objection to immediate collec
tion, and if Sardar Nusrat withdrew his, the levy of the tax would be authorised.

to settle with Mr. Lecoifre the amount of revenue, and treasury property, made
