454. Reference paragraph 318. Mr. and Mrs. Tanner, who left for Shurgaz and
Dahanah-i-Baghi in the third week of March, arrived at Bam on or about the 27th
instant. They were accompanied as far as Bam by Mr. James of the Department.
455. Mr. Newman, late Manager of the Imperial Bank of Persia at Kerman,
left for Tehran via, Yezd on the 30th instant. He has not, however, got beyond the
first stage, as the Deputy Governor has notified that the road is unsafe in the neigh
bourhood of Kabutar Khan. His successor, Mr. Wright, who is at Bushire, is in
some difficulty as to how best to proceed to join this post. If the Bandar Abbas
district is now, however, clear there should be no impediment to his coming by that
way.

■ 456. The Customs and finance department have commenced collecting an Local Govern-
animal tax at the bridge, and it is to be extended to all animals entering the town. men t-
457. Scarcity continues and absence of rain is causing anxiety. Straw at 1 Condition of
Kran a batman is almost unpurchaseable. Wheat is thirty-two Tomans a kharvar. Countr y-
The Government supply some of the bakers with a small amount daily; other
bakers have grain on purchase. Price of bread has been officially fixed at 2 Krans
the batman, but the bakers give short weight. The bread is very bad being made
of uncleaned wheat. It was reported from Kurdistan that grain had fallen from
heaven and the same substance has been found in waste stony ground at Kerman
shah. It is probably of the nature of a truffle but very dry. It is ground and mixed v
with flour to make bread. The Governor-General, with subscriptions collected,
is sending away those of the destitute who do not belong to the town. They receive
some cash and an order on the Governor of Kangawar or Sungur for a further grant
and are forwarded to those places. Of the local destitute, a number is kept and
fed in a caravanserai.
458. (a) A caravan from Subgur Kuliali with carpets belonging to the Oriental Roads,
Carpet manufacturers was attacked at a caravanserai four farsakhs from Sungur
and thirty-three carpets taken. Robbers are understood to be Kuliali.
(b) Posts are more regular, ten days from Tehran or Baghdad and six from
Hamad an.
(c) The regular roads are safe but few caravans pass. From Baghdad camels
are bringing goods to Kasr-i-Shirin, thence merchants arrange onward carriage,
chiefly by donkey, and there is great delay ; freight from Kasr is eighteen Tomans
per load. Owing to short supplies shopkeepers have obtained cotton and sugar
from Hamadan and Tabriz. Russian sugar had not previously been seen in Ker
manshah.
1 459. Fifteen Turkish soldiers arrived at Kermanshah on the 10 th April as Miscellaneous.

460. (a) Kasr-i-Shirin. —The Turks have taken no measures against the Condition
Nairzhi Guran under Safer Khan Sultan, who have been fighting the former on Country,
the frontiers.
( 6 ) There has been fighting between Arabs and Sinjabis in Turkish territory,
where the Sinjabi have some grazing lands. They have retired within Persian
territory and are moving to their summer (quarters unusually early. The Arabs
had also attacked the Kalkhurs mistaking them for Sinjabi.
(c) Samsam-el-Mamalik, Sinjabi in charge of Kasr, is tyrannizing the inhabi
tants and exacting sums from them.
(d) Taishi Guran continue to fire into the Oil Company s camp at night at
intervals and lately a ferrash was killed.
