These may De summarised as follows. ^ »
nnJnJfTT 11 Government , COT dialIy welcomes our offer to close co
operation between respective local authorities but does not ask for our
mi itary assistance m any operations. Responsible Persian authorities
will be designated to me by Prime Minister. I undertook to request
Government of India to agree to close consultation here between Military
Attache (who during war was staff officer Sarhad operations! and Persian
General btaft and also to appoint a liaison officer with special local know-
ledge and experience.
(2) Prime Minister agreed to my suggestion firstly (?object of) opera
tions should be to establish Persian control over Sarhad by troops operating
rom Sistan side with idea of driving trouble away from railway and not
towards it; when position down to Khwash is consolidated and'’ safety of
railway guaranteed a converging advance on Bampur from Sistan and
Kerman to be undertaken to establish Persian authority in Baluchistan
and to crush Dost Mohammed.
(3) I was requested by Prime Minister to authorise Military Attache
to draw up detailed plan of operations for benefit of Persian General Staff.
I agreed.
(4) Principle accepted of a Governor at Bampur with authority over
,whole Persian Baluchistan. Shaukat Mulk will be given post.
(5) Future co-operation promised to prevent border raids and defeat
gun running.
(fi) Settlement by mutual agreement of moment of evacuation of our
detachments from Duzdap and Khwash (but not) to take place before
Persian occupation of Sarhad becomes effective.
It is realised by Prime Minister that job cannot be rushed and is a
tough one. He anticipates that to establish effectual Persian control over
whole of area will take three years. In this (Persian year) he intends to-
advance to Rudbar and Khwash and at both places to form advanced bases.
Ivhereupon Shaukat will be sent to Bampur with a small escort and tribes
will be given chance of making submission. Converging columns will
move on to Bampur next autumn and deal with recalcitrants. He con
siders tribes cannot successfully oppose disciplined troops in end, and is
determined to carry out whole operation as soundly as he can and be a good
neighbour. No mention was made of railway except as regards paramount
necessity of guaranteeing its security. On this point I insisted strongly
and Prime Minister fully agreed.
