been given to Eastern Telegraph Company.
It is expected that amount of recurring cost will be very small • but at
present no estimate can be given.
All expenditure, both initial and recurring, we propose to debit to His
.Majesty s Government.

Sir,
I am directed to forward, for the information of the Army Council,
the attached telegram, H. 5991, from the Government of India, on the
subject of cable connections with certain islands in the Red Sea, and to say
that the Secretary of State for India proposes to debit the connective
expenditure to the Imperial Government.

I am commanded by the Army Council to acknowledge the receipt of
your letter 1930 of 5th instant, enclosing a copy of a telegram dated
2nd instant, in which the Viceroy reports that he has put in hand the work
of connecting certain islands in the Red Sea with the submarine cable an
initial cost roughly estimated at 10,000?., which, together with the recurring
charges, it is proposed to debit to the Imperial Government.
The interest of India in the expenditure in connection with these islands
would . . • seem to be not less than its interest in the maintenance of
Aden, the expense of which is borne by Indian revenues, subject, in recent
years, to a subsidy from the Imperial Government purporting to represent
half the cost.
I am therefore to suggest that the expenditure authorised by the Govern
ment of India should properly be borne by Indian revenues, subject to
consideration of the question whether any share of it should be repaid in
fi0 me form by the Imperial Government.
