This Officer, who was my personal friend, had had considerable knowledge
and experience of local conditions \ and besides putting me in touch with the
latest makers’ catalogues, would have given valuable advice in selecting a type
suitable to local conditions.
I do not think a suitable machine could be obtained for less, than
£200 each.
This is, I think, about the cost of a C( Thresh landed in a Persian port.
This machine is simple in design and easy to work, and Military Assistant
Surgeons, who form our Quarantine Medical Officers, are usually familiar with
its use, but it has also many well-known disadvantages, so that another type
might be infinitely more suitable.
To replace the machines at Bandar Abbas and Lingah and probably Jask
I think, therefore, a sum of not less than £600 should he asked for.

( 1 ) The Clayton Apparatus presented jointly by the Heme and Indian
Governments to the Persian Gulf Quarantine Service in 1808 was not a
success.
( 2 ) It proved unsuitable for use in the open roadsteads, which constitute
all the Ports in the Gulf, except Muhammerah.
(3) It was expensive to upkeep, reepuired a trained and skilful steff fer its
working, w hich was relatively infrequent. Without the necessary monies for
its periodical overhaul and repair, it rapidly deteriorated.
( 4 ) In 1916 it was at Muhammerah, and when that port and Basrah fell
under one authority during the war, it was removed to Basrah for central use.
Such w r as its condition however that it had to be scrapped in 1918.
( 5 ) I do not consider it should be replaced.
There are no ports in the Persian Gulf w here ships can be brought up
against a jetty and an ordinary Clayton used.
It would only be possible to use one at Muhammerah by mounting it on a
barge. _ _ ,
Muhammerah is within ten miles of the Anglo-Persian Oil Com pain s
Station at Abadan.
At Abadan every facility in the way of jettys and disinfecting plant ex.s
and are in constant use.
It might he possible to ccme to some agreement with the Anglo-Peiaau
Oil Company, by wdiieh if occasion arose ships could be sent to Abadan
dealt with by the Anglo-Persian Oil Company on payment. _
Such an arrangement v'ould obviate on the part*of the Persian Quarantine
Service the very heavy capital expenditure involved iii the purchase o a ^
able apparatus, and the very heavy overhead charges«that would be in T
keeping it in an efficient state, for a service v hich except m times
mics could but be occasional. ^
( 6 ) If this suggestion is approved I would suggest advantage b e
the presence of Sir Arnold Wilson in Muhammerah ; (in view o ns „ • b
of Gulf conditions, and of the needs and difficulties or the Quaianm
to open negotiations with the Anglo-Persian Oil Company.
