( 6 ) The Station should be accessible to passengers arriviiio 1 from shins

Proximity, within reason, to the town renders the question of supplies
easier,. and also renders the possibility of the Station acting as an
Infectious Disease Hospital for the town practicable.
Prom a perusal of the detailed account of each Quarantine Station attached
it will be seen that all stations (except Mohammerah) depart very considerably
from these ideals.
The main defects are—
( 1 ) The lack of Dispensary and Hospital Accommodation.
(2) The unsuitability of the accommodation provided, more especiallv
with regard to ensuring segregation of individuals, or batches of
individuals, or giving any degree of privacy of families.
(3) The lack of sanitary arrangements and of a organised water supply.
(4) The general state of dilapidation and disrepair.
(5) The general inaccessibility and unsuitability of the sites.
It must be remembered that these sites were chosen and the buildings
erected oven twenty years ago ; w r hen it was considered essential
to remove infectious disease as far as possible from the rest of the
community. H ith modern knowledge of the exact causation of
these diseases ; and surer methods of control and of disinfection ;
I think that view has been considerably modified, and that other
factors such as the convenience of passengers, etc., etc., should
receive consideration.
Improvement of existing defects depends entirely on finance ; and very
little can be accomplished until the financial arrangements of the Quarantine
Service are placed upon a more rational basis.
Even if this were effected, improvements could only be carried out gra
dually.
The question of finding a new site for the Bushire Station ; and the
erection or adaptation of buildings on that new site. The rebuilding of Lingah
Station and the eventual necessity of resiteing, and rebuilding the Station at
Bandar Abbas, and the extension of the Task Station, are all big works, which
require carefully considered plans and estimates to be drawn up ; and which
will all involve considerable expenditure.
Meanwhile considerable improvisations could be made temporarily to tide
over the time necessary before those major works can be effected.
• ” surve tilanee ” is ever substituted for “ observation ” in the dealing
with First _ and Second Class passengers, it would be possible to utilise the
existing buildings now set apart for their use, for the requisite Hospital and
Dispensary Accommodation.
Elsewhere wdiere such accommodation for superior passengers is not
specifically provided, the existing pucca buildings (as at Bandar Abbas) might
oe set apart for the purpose ; and in this way one of the main and most serious
ueiects of the present system might be overcome.
Existing temporary huts of unsuitable design as at Bushire might well
jc replaced by a type of hut of semi-permanent character, and more suitable
design.
In this respect I would venture to draw attention to the type of Hut

This type of hut costs, as depicted, about Us. 5,000 for a range of twenty
quarters. The design is adapted to securing some privacy for family parties,
uucl lor the segregation of batches of or of individuals.
It is simple to construct, and eminently suitable to local conditions,
