3. I must say tihat I take great exception to the Karguzar, win
obviously does not know the first thing about quarantine in general or tip
Paris Convention under which quarantine in Persia is run m particular'
writing in this strain and condemning the conduct of Assistant Suro-eoJ
Jackson absolutely ex parte. I trust that the Persian Government will
take serious notice of the matter. No doubt the source of the Karmizar’s
information was the Deputy Karguzar at Lingah who is a notorious intri
guer and mischief maker.
4. Apart from the question of the Karguzar’s incorrect letter, I have
reported this matter at some length, as it may portend an attack on the
quarantine arrangements. Yesterday when L called on the Governor about
other matters the Governor immediately-started on the question of quaran
tine. He stated that it was not being properly run and instanced the case
in Lingah. His Excellency declared that the people had been landed in
Lingah and died there. I replied I had not heard anything about the
matter, but that I was positive that if persons sick with plague were landed
they went direct to the Quarantine Station; I added that I would make
immediate enquiries from the Chief Quarantine Medical Officer, which I
did with the result reported above.
5. The Governor, however, was not to be put off the subject of quaran
tine so easily. In the course of conversation I had mentioned that the
actual segregation camp was only for 3rd class passengers; H. E., therefore,
asked me what the Quarantine Medical Officer would do if a 1st or 2nd
class passenger was landed suffering from plague and why we did not have
a house for 1st and 2nd class passengers. I replied that a sick man would
have to be put into a mat hut (which can be erected while you wait) near
the segregation camp : as for the house for 1st and 2nd it simply did not
exist because the Persian Government had always refused to pay for one,
and I could not blame them as the number of first and second class pas
sengers to Lingah per annum is not great. Those that do come from infect
ed ports are placed under surveillance in accordance with the Convention,
if the ship has not been out for 5 days : ordinarily the slow mails coming
from India have completed 5 days journey from the last infected port
(Karachi) before they reach Lingah. Of course Debai being infected
changes the conditions.
6. This point having been disposed of His Excellency said he had
faults to find with the quarantine arrangements at Bushire. I asked what
they were and H. E. in reply could only mention one which was that the
boat landing passengers from the mail in quarantine could not get aiongsi e
the shore at Abbassek, the Quarantine island here. I replied that a small
shallow draught boat was specially provided for the purpose o a o
passengers from the large quarantine dhow or the motor dhow, w ic &
passengers from the mail, to the shore, but even this craft cou n g
in close to shore at low tide owing to the beach being very flat wi h on 7
