apprehending him and confiscating all his property. When the injustice of
this course, without complete proof of the charge, was represented to him, he
said that he would at all events as a fine refuse to repay the balance still due to
Syud Gholam of the 80,000 which he had borrowed trom him in looikistan.
The Moostowfee was sent to tell him of this decision, and warned him that if he
continued his dealings with Abdool Hah man, he would be blown fiom a gun.
At the intercession of two of his courtiers

546. Sir Andrew Buchanan, on the 4th August 1870, sent an extract of
General Kauffmann’s letter of 29th June
Enclosed in Mr. Kaye’s letter No. 68, August 26th. ^ p r j nce Gortschakoff. Abdool Ball-
man had tried to persuade General Kauffmann that it would not only he for the
interests of Prussia, hut that it is absolutely indispensable to secure her against
the hostility of England, that he should be assisted to conquer the throne of
Cabul. General Kauffmann replied that hospitality had been afforded to him in
consideration of his destitute circumstances, and not as an enemy of England,
or as a pretender to the throne of Cabul; that the relations of Bussia with
England were of the most friendly and harmonious character, and that she
wished every possible prosperity to iShere Ali, who had never given her any
cause for dissatisfaction. This answer of Kauffmann’s was communicated
through the Punjab Government to Ameer Shore Ali. — [Letter Ko. 1773 P.,

547. In the Cabul diary of the 2nd to the 4th of August, there had been
mention of a letter from Abdool Bahman to Buhram Khan (a Ghilzai
partisan of Azim Khan) sent by the hand

ed and sent on to Cabul.
The Punjab Government, No. 267—988 of 23rd August, reported that
this had given rise to some discussion at Cabul. The Ameer’s Council resolved
to write to the Bussian Governor of Samarkand, calling his attention to
Abdool Bahman’s intrigues, and, with reference to General Kauffmann’s recent
promises, begging that a careful watch might be kept over him.
Before doing so, the Ameer requested the advices of the British Govern
ment in the matter.
The Lieutenant-Governor of the Punjab, concurring with Colonel Pollock,
thought the best plan would be that the Government of India should make
representations to the Bussian Government regarding the action of Abdool
Bahman.
As it appeared desirable that the Bussian Government should be
acquainted with the use which Abdool Bahman was making of his asylum,
Government (No. 47, dated 9th September 1870) sent the papers to the Secre
tary of State, with the suggestion that they should be forwarded to the
Ambassador at St. Petersburg.
011 tbe 19th October. M. de Stremounkoff had told him that
Abdool Bahman had been warned most positively on his arrival at Tashkuud
that any attempt on his part, while residing thfcre, to create disaffection among
the subjects of Shere Ali Khan would be punished by his immediate
expulsion. . It was not improbable therefore, he said, that if Shere Ali Khan
had complained directly to General Kauffmann of the intrigues referred to,
or i. they had been discovered by the authorities in Bussian Toorkistan, the

did not know how this was, and he believed Abdool Bahman Khan to be still
at lashkund.
