With reference to my despatch No. 23, dated 24th May last, I have the
honor to forward herewith the copy of a letter No. 1504 G., dated 15th ultimo,
from the Secretary to the Government of India, Foreign Department, which
reached me yesterday.

With reference to your letter noted in the margin, I am instructed by the

have been taken by the Ottoman Government for the liquidation of the debt
due by them to the Indian Government on account of telegraph stores.

Ty Her Britannic Majesty's Ambassador at Constantinople.
In continuation of my despatch No. 36, dated 2nd instant, I have the
honor to report that I learn from Native report that the insurrection of the
Shammar Arabs commenced at Nisibeen.
Sheikh Abd-ool-Kureem, who was excited and angry at the avowed and
excellent wish of the Governor General of Irak to induce, if possible, the
wandering Arab tribes (Bedouins) to settle and engage in peaceful and profit
able occupations, seems to have taken umbrage at the behaviour towards him
of the Kaimakam of Nisibeen, and, in a fit of rage, to have called upon ins
onlv too-willing tribe to plunder and destroy the villages of that District and
the country up to—as he is reported to have said—the gates of Baghdad.
It is stated that they immediately rose and plundered about 200 villages
of that neighbourhood, of which they burnt seventy, killing many of the
villagers, and carrying off the grain, cattle, and everything they could remove,
and destroying the remainder.
