There have been several conferences between the Governor-General and His
Majesty’s Consul regarding the question of Soulat-ed-Douleh and his arrears of
taxes. The latter was in camp near Deh Shaikh for a few days and on May 20th
the Governor-General’s pishkar was sent to interview him. but he made various
flimsy excuses and would not come to facts and figures. It was then decided to
send the Finance Agent with a list of tribal arrears to a second interview on May
22nd, but on being asked what he was ready to pay’on account of tribal arrears,
Soulat-ed-Douleh pleaded that the Qashqai had not paid full taxes for many years,
that the tribe was scattered, and during the war he had not accompanied them
on migration, and begged that the Governor-General would not “ ruin ” him.
After consulting the Inspector-General of the South Persian Rifles it was
decided to proclaim Soulat a defaulter, dismiss his son from the Ilkhaniship, and
send out Sardar Ihtisham as Ilkhani into the tribe with the support of Governor
General’s pishkar and a column of the South Persian Rifles. As an ultimatum
the Qawam-ul-Mulk and Nasir-ul-Mulk were sent out by the Governor-General
on the 24th May to ask Soulat-ed-Douleh whether he would pay 60,000 tomans
arrears of tribal tax and the full tax of 60,000 tomans for the current year.
By this time Soulat-ed-Douleh was nervous, he heard of the punishment of
the Daliki Khan, and he drew up two papers one a bond for 44,000 tomans tax
for 1921-22, the other detailing why he could not collect the remainder 16,000
tomans from certain clans ; but still refused to admit indebtedness on account of
arrears.
Unfortunately the news of May 25th of the fall of the Prime Minister, and its
•possible effects on the South Persian Rifles made it necessary to postpone the ap
pointment of Sardar Ihtisham as Tlkhani, and direct action against Soulat-ed-
Dowleh. It is now rumoured that the Governor-General has taken a present of 2,000
tomans from the Tlkhani of the Qashqais, son of Soulat-ed- Dowleh.
Soulat-ed-Douleh’s followers have been using great pressure on Amrullah Khan
Kashkuli to make him and his tribesmen in the South Persian Rifles resign and leave
the force.
The Governor-General professes regret at the fall of the Prime Minister, with
whom he enjoyed intimate relations. He declares that had he stayed in Tehran he
would have checked the intrigues of the enemies of Saiyid Zia-ud-Din, who are in
the palace.
Nasir-ul-Mulk has approached the fGovernor-General for a recommendation
for the post of Governor of the Gulf Ports, on the ground that the post was vacant
by the death of Muwaqqar-ud-Douleh. The Governor-General seemed surprised
to'hear that Masu’d-us-Sultan had been confirmed in that Governorship but readily
acquiesced when His Majesty’s Consul objected that Nasir-ul-Mulk was too old to
undertake the sea and land journeys connected with the post.
Salar Nusrat, who recently resigned the post of Governor of Jahrum, has been
appointed Governor of Kazerun —vice Jal’ul Mulk Nuri.
Nasr Diwan, the notorious ex-Kalantar of Kazerun, vdio is in Shiraz nomi
nally under the surveillance of Qawam- ul-Mulk, having with the assistance of
intriguers personally petitioned the Governor-General for permission to return to
Kazerun, has been refused on the joint representations of the Inspector General,
South Persian Rifles and His Majesty’s Consul.
Owing to the complaints by Asaf-ul-Mulk, Deputy Governor of Dashtistan,
regarding the recalcitrance and misconduct of Nur Muhammad Khan of Daliki, the
Governor-General has authorized tjie South Persian Rifles to arrest him, and deport
him to either Bushire or Bandar Abbas.
The Anglo-Persian Oil Company survey party left Rahdar for Bikarz on May
2nd, being joined by Hadi Khan Kashkuli.
