Unless you see objection, it seems desirable to
take Persian Government seriously to task for their
unsatisfactory attitude during the past few weeks, and
you should approach the Minister for Foreign Affairs
as suggested in riy immediately preceding telegram.
If he replies that, despite all appearances, the
Persian Government really are anxious for a treaty,
it would seem well to press them to prove tills by
settling with you, before your departure from Tehran,
the details of a lease of Henjam entirely free from
onerous restrictions and conditions. If you agree,
you should therefore add to representations on the
lines of my immediately preceding telegram a reference
to the strong desire of His Majesty ! s Government for
some immediate tangible proof of Persian Government f s
good will which would justify resumption of negotia
tions in London. I leave it entirely to your discre
tion whether or not to raise this point, but if we can
now discover whether or not the Persian Government
would be prepared to offer a satisfactory lease as part
of a general settlement, we shall be the better en
abled to judge the value of such a settlement to us.
I presume that as the negotiations are suspended
and not broken off, there is no doubt that Persian
undertaking to maintain the status quo in the Gulf
still stands. If however you think that there is ary
question as to this in the minds of the Persians it
niight be well, to endeavour to obtain an oral, or < pre
ferably a v/ritten confirmation of this. But it is
important to avoid suggesting that point is open to
doubt.
