lorn letter explaining the nature of the instructions to Colonel Pellv
from the Indian Government, has been fully taken into consideration. In the
1st paragraph of that letter, while stating that Colonel Pelly is instructed to
give assurance to the Chief of the Island of Bahrein in the words of our Gov
ernment, it is also mentioned that a treaty is existing in the name of the British
Government. As I. have repeatedly said to you verbally, with us the founda
tion of this business is the expulsion of Saood and his followers from Kateef
and Hassa, of which places he has taken possession, and the restoration of tran
quillity in those places. The question of Bahrein is not within our contempla
tion. In the 2nd paragraph of the said letter, one of Colonel Belly’s duties is
stated to be the protection of the pearl fishers from all kinds of interference
and aggression ; this affair being also very desirable and necessary with us, the
protection of all vessels and pearl fishers in those waters has been arranged as
a duty of the expeditionary troops. Colonel Belly’s being directed by his Gov
ernment to exert himself and assist in preserving order and tranquillity in that
sea is truely a cause of thankfulness. It is also stated at the end of the 2nd
paragraph of the said letter that a part of Colonel Belly’s duty is to assure
certain independent States and Tribes of protection from interference from any
side. If these independent Tribes and States are without theNejd District, that
is, the country of Abdullah Peysul’s jurisdiction, our present project has no
connexion originally or eventually with them; but if these be within the
Nejd District, a tribe thus supposed to be independent, who aid Saood and
opposed the Government, then, although the present design be only to expel
him, its punishment will naturally become the duty of the troops.
With regard to perfect circumspection and precaution, I thus, from
present time, am obliged, with the explanation of this point, to declare the non
existence and the impossibility of existence of an independent tribe in the
country of Nejd. With this explanation I assure you, &c., &c.

Becommandee .—Yours of thirtieth received, and purport communicated
fa writing to Pasha on 31st. His Excellency replies observing that in instruc
tion to Pelly mention is made of treaty existing in name of British Govern
ment. He reiterates verbal communication that the object of expedition is
expulsion of Saood from Kateef and Hassa, and restoration of tranquillity there,
that Bahrein is not within Turkish contemplation. Expresses equal desire tor
protection of vessels and pearl fisheries in those wnters, and states this is ar
ranged as a duty of expedition. Expresses thanks that Pelly is instructed to
assist in preserving order and tranquillity. Regarding independent tribes states u
not within Nejd, that is Abdullah’s jurisdiction, present project has and can nave
no connection with them ; but that if any tribe, supposed to be independent, ue
in Nejd, and aiding Saood and opposing the Government, although present
design as above stated, it will become duty of troops to punish such trine.
Declares non-existence, and impossibility of existence, of such independent tribe
