The correspondence is all from Charles Umpherston Aitchison, Foreign Secretary to the Government of India, and Thomas George Baring, Second Baron Northbrook, Viceroy of India to Sir Lewis Pelly regarding his appointment as Special Commissioner at Baroda.

The correspondence discusses Pelly's work as Special Commissioner, which included facilitating the Commission which is tasked with enquiring into the allegations that Malharrao, Gaekwar of Baroda ordered the attempted poisoning of Colonel Robert Phayre; and maintaining the administration of the state during the period of the enquiry.

Many of the letters are marked 'private' or confidential' as the Viceroy wished Pelly to be able to be as frank as necessary in his correspondence with himself and Aitchison in order to discuss any and all matters relating to Baroda and to give his opinions on everything that was happening there.

The letters have been arranged according to the index (folio 1) which covers the first seventeen letters in the file. The remaining two letters not covered by the index have been placed chronologically after those of the index.

Physical characteristics

Foliation: The file has been foliated using a pencil number enclosed in a circle located in the top right hand corner of the recto The front of a sheet of paper or leaf, often abbreviated to 'r'. of each folio.

Binding: The correspondence was originally tied together with a piece of pink ribbon. The ribbon has been removed in order to enable the letters to be read, and has been placed in a plastic sleeve for protection. The plastic sleeve may cause some loss of sharpness of the digital image of the binding.
