1. In 1890, when Messrs. Lynch & Co.
presented His Imperial Majesty the Shah
with the S. S. Shusan, the Amin-es-Sultan
made certain verbal promises regarding the
running of the steamer, including the pro
mise “ that customs shall be collected at
Mohammerah, Ahwaz and Shuster, accord
ing to the destination of the goods.” These
promises were recorded in a memorandum
prepared by Sir H. Drummond Wolff.

accept the Sfoishan vessel which the Association
for the steam navigation of the Euphrates and
Tigris present and offer for the transport of
passengers and merchandise between Ahwaz and
Shuster and Dizful, and His Imperial Majesty
(may his sovereignty be everlasting) gives the
aforesaid Association assurance that the above-
mentioned vessel shall work continuously and in
connection with the steamers of the aforesaid
Association which navigate the Karun from
Mohammerah to the Ahwaz dam, unless preven
ted by extraordinary celestial events.”

Memorandum.
“ The following are the promises verbally given
by His Highness the Amin-es-Sultan simultane
ously with the delivery of the document accepting
Mr. Lynch’s steamer :—
1. That the local authorities shall consult the
representatives of Mr. Lynch as to the appointment
of the captain and engineer.
2. That the hour of departure of the steamer
and the cost of freight shall also be arranged by
the local authorities in concert with the represent
atives of Mr. Lynch.
3. That customs shall be collected at Moham
merah, Ahwaz and Shuster, according to the des
tination of the goods.”
