traffic arrangements and appealed to the
memorandum quoted above and “ the
Amin-es-Sultan’s acceptance of the me
morandum confirmed by His Imperial
Majesty the Shah the same day.”
No such acceptance appears on our
records; hut the Grand Vizier admitted
on 31st October 1902 having given the
assurance, although he argued that the
arrangement then come to was a purely
temporary one to suit the conditions then
existing which had since entirely changed.
3. The memorandum of February 14th
1890 was appealed to, however, by Mr. des
Graz in his letter to the Mushir-ed-Dowleh
of 14th October 1902 supporting the pro
test of Messrs. Lynch & Co., and he also
called attention to the following telegram
which was sent on 29th May 1891 by His
Highness the Amin-es-Sultan to the Gov
ernor of Arabistan :—
“ Issue instructions that the ships of Lynch
carrying goods belonging to foreigners and natives
shall pay customs dues at destination, either at
Mohammerah, Ahvvaz or Shuster. The custom
house officials must act accordingly and levy dues
on arrival at destination.^
