The enclosures comprise letters and telegrams between the Secretary of State for India, Foreign Department (Charles Umpherston Aitchison); Chief Secretary to the Government at Bombay (Charles Gonne); Agent, Governor-General and Special Commissioner at Bombay (Lewis Pelly); Resident at Baroda (Colonel Robert Phayre); Gaekwar of Baroda (Malharrao); Viceroy of India (Thomas George Baring, Second Baron Northbrook); Advocate-General at Bombay (Andrew Richard Scoble); and Commissioner of Police at Bombay (Frank Henry Souter).
The matters discussed in the enclosures all relate to the State of Baroda and its management, the earlier enclosures relate to an enquiry into financial mismanagement within the state; and the later ones relate to an attempt to poison the Resident at Baroda, Colonel Phayre, which is alleged to have been orchestrated by the Gaekwar of Baroda.
Also discussed are the subsequent trial of the Gaekwar for his involvement in the poisoning attempt, and the work by Lewis Pelly, as Special Commissioner for Baroda, to resolve the problems of the financial administration of the state.
